Any idea why I don't see any difference in effects between the two sets of candles?  The one on left, I don't have any adjustments on, and the one on the right, I turned on the lighting effects shown in the Vue box.

Are the changes just too subtle?

 The settings.

Any help would be appreciated.

Could be where your light is positioned..
When I do a candle light like this I use a Point light, but if the light is placed too low on the candle it is blocked by the model itself and therefore no light effect actually shows.
Try moving the light source up a bit, say to the tip of the candle flame, see if that is the problem..

Injustice will be avenged.

Maybe there is shadows being cast by the flame mesh itself ?

I'd rather be hated for who I am, than loved for who I am not.

The lighting effect you've turned on is a lens flare so if the light can't be seen by the camera (if it's inside the mesh) it possibly wont have any effect on the render.
