Disabilities are governed under Federal rules and guidelines, and you can only find out how you are legally protected by contacting your Government Employment Agency as Acadia points out. This also means that you may not be discriminated against or your condition made common knowledge without Federal consequences. Do realize, you may need documentation from you doctor to certify you legally disabled, either physically or mentally, to place you under more stringent protection under the law.
Your forum posts are comprehensible enough that you dont seem to have any disabilities like dyslexia which I knew can be considered a learning problem.
How about you take some time to give us a life story about yourself like how are you as a child, how were you brought up etc. so that we could understand where are you coming from?

in the L.A. area, both CVS and Safeway/Von's have got programmes where they hire adults with learning or behavioural disabilities and train them, in concert with job coaches. once yer in, it's a job for life, too - they can't fire ya, excepting gross malfeasance. e.g. I went into a CVS store and there was a woman squatting on the floor, making moaning noises and rocking back and forth. when I pointed her out to the manager, he said she was an employee who was mentally challenged. she's still there, 6 months later. I thanked him for hiring handicapped individuals, especially in this economy.
But are those jobs pay enough to live????
10dollar/hr here is not liveable.
14/hr is better but usually supermarket type jobs don't pay much, unless you do customer service. but that's what i can't do
Those mentally ill probably get some other help besides the money themake in the job. But i'm not as mentally ill as they are so i don't qualify for that help

do a search for behavioral healthcare centers in your area. They can help with diagnosis, treatment/ training, job placement and often will work with you on helping with funding to pay for it. There are a lot of disabilities that can affect your ability to communicate. Some, especially mild ones, can go undiagnosed.

Job trainign the way is presented in regular places and
job searching strategies in books are mainly for people who are good speakers or have the potential.
But what about us people who have problems with speech. Maybe we have disabilities, speech disabilities or mental slowness.
Companies don't take us seriously so it's worthless to do all that Networking as is depicted in job search books.
Are there places that would help people like me find a job? or train?
I'm not fully mentally retarded but i have a lot of problems with speech and comprehension. I even get confused with my own thoughts and can't come up with stuff that makes sense.
I've been teased and ridiculed in all the jobs i've been in and that's why they laid me off. cause i can't speak like them. they all think i'm weird.
Even if you manage to get a job, you're seen as a weirdo.
