i have a morph target i created in a different app. i load it onto my figure (head). now let's say i want to remove the morph from one area of the face (let's say nose). is there a way to do it in Poser? is there like a "zone" or something like with magnets to tell Poser which area of the MT to use?

Wardrobe Wizard has a tool that will remove morph data by material. You could first assign the required area to a new material then use this tool. The resulting shape could then be exported and used as a MT for the original unedited figure.
