Just off of the top of my head you can use Photoshop's Filter:Blur:Motion Blur. In poser there's a render setting called 3D Motion Blur. As far as Poser Content is concerned, I guess that you would probably want to use any number of action oriented pose sets (free or bought or even better created by yourself) combined with either of the above. I would opt for a post work solution rather than the render option for greater flexiblity.
You could combine any of the above with comic book style Zip Ribbons or motion lines. You can find a ton of photoshop freebies related to various comic style iconographies.

Does anyone know where I can find a tutorial on how to simulate speed in either poser or photoshop. Would really like to learn in order to perfect my comic book abilities.
Or is there a runtime out there that simulates this?
