The Library has dependencies on Adobe Flash Player and / or Adobe AIR (the latter if you want to run the Library as a standalone Window).
The Flash Player has a dependency on Internet Explorer on PC (Safari on OS X) as far as I understand it.
Have you tried just uninstalling and reinstalling, and just agreeing to the default installation options?
It sounds like you've adjusted / customised the install first time round? Going with the defaults is the best plan, IMHO.
The error probably happened when you installed Poser.exe
During the application installation, you get the option screen as to where to install the content. Select the top one.(if my memory is right)
When you install the content , it will go to the path you selected when installing the application.

Pretty sure the content will install to a folder under c:users%username% by default?
The Poser executable would go into Program Files (x86) or Program Files, default, depending on your version of Windows...
AFAIK, the default install will try to put program files and content in those separate folders, which should then work correctly with Windows file permissions, etc...
I agree with the others, the option for content installation into a shared folder may not have been initially selected. Best suggestion is to uninstall/reinstall with the correct option. Otherwise, reducing UAC security on your system will allow you to gain access to the Library content. But unless you have backup security, I wouldn't recommend it.
If you have a white library screen it could very well be that a firewall or AV software is blocking the library. Try turning it off to see if that makes the library show. If it does, allow Poser to use port 127.0.0.1 (which is your local machine)
If you installed Poser in the default location, there should be library with all the tabs since the standard Poser installs some files regardless of the additional content.

I am on a Windows 7 64-bit machine, installed the Poser 9 trial. The content library tabs were not present. There were no errors during installation and the one default figure (the skeleton) worked as it should so the program was working.
The screen where the content library should be was blank (white) with no tabs. I did not realize that I had to install the additional content via .exe files provided by Smith Micro.
So I downloaded (many hours) the .exe content files and ran the .exe files. There were no options to change the directory where the content files would be installed and no error messages appeared, so I figured that the installation was successful. However, the Library Content tabs were still not present when I ran Poser again. I checked the folders where the files were installed and found that they were incorrectly installed in Program Files (x86) >> Smith Micro. All the files seemed to be there, just in the wrong place.
I contacted customer support and the rep told me that the files should have been installed in: Users > Public Documents Folder > Poser 9 Content. He had no idea why the files had been installed in the wrong directory. He had me go to …Program Files > Smith Micro > Poser 9 > Runtime > Prefs and open the
DefaultPoser.ini file in Notepad and the file contained the following text:
CONTENT_ROOT_PATH "C:Program Files (x86)Smith MicroPoser 9"
I followed the instructions that were on a link that the customer rep gave me to troubleshoot the problem for Poser 8. He said the procedures should work for Poser 9 also. However, after doing everything suggested by the instructions, the final step was "Contact Customer Support." So I sent them a message indicating that I was still not seeing any the content library.
I even tried to copy the Poser 9 Content folder with all its subfolders to UsersPublicDocuments FolderPoser 9 Content, but that did not work.
Hopefully, on Monday, I will get some more help from Smith Micro Customer Support. But this problem really is unforgiveable given that it existed in Poser 8 and was not fixed via a patch for Poser 8 users and not fixed in the the Poser 9 release. But I am wondering if anyone has had a similar problem and found an easy fix. I used Poser 4,5,and 6 in the past and often downloaded free content and had to manually put files in the proper directory hierarchy (Runtime, Geometry, and so on) and had no problem with seeing the content.
I am really frustrated and disappointed and fear that Smith Micro support does not have a fix for this. One common thread among posts in other forums dealing with this problem is that a certain version of Flash and Internet Explorer needs to be installed. I cannot understand why this should be a browser and Flash-related issue. It makes no sense to me. I have installed hundreds of progams on my computer and nothing like this has ever happend on any machine.
