XML on its own is more of a way to write down arbitrary but structured data, rather than a particular 3d format. Microsoft word files from word 2003 and newer, for instance, are xml files as well, as are RSS feeds, some xhtml webpages, etc.
So, I guess it depends on which xml-based format is used to encode the 3d model. If you could figure that out, you might be able to find some tool to convert that particular format.

OPENSim software uses .XML to import objects/groups.
For example, someone might create a chair in OPENsim (the software that runs Second Life and other VR Worlds) and export it out. This can then be uploaded into Second Life and used or sold/passed to another user. The resulting file might be called 'chair.xml'
The .XML contains all the data used in making the chair including the different materials/textures.
The reverse is also true, you can make stuff in SL for export to another VR grid or indeed run your own grid on your pc.

Can anybody think of a 3D program that will import an XML file?
Thank you
