Subject: Sitemail Format

After using the new sitemail for the first time, I have to ask: Is it possible to move the send message and discard buttons outside the scrollable area?

As it is, not only does it require more scrolling, but it's also not immediately obvious how to send a mesage (especially with the added original text in a reply). Moving it out of that area seems like it would be a better design, as those buttons would then always be visible when composing a message.
