I don't know how the quality of its output compares to 3DCoat, Blender, ZBrush, or other applications offering retopology, but this one is free -- and much more straightforward than Blender.

You have to scroll down a bit to find the precompiled binaries downloads. The link at the top is for the source code.

Cage had some freebies, compatible with Poser 11 and below.  His Python scripts were saved at archive.org, along with the rest of the Morphography site, where they were hosted.

I'm not sure yet, but just playing around with this thing, it looks like it may expect manifold input meshes ("watertight", with no holes). The final mesh generation step seems to have trouble with edges of open holes on a mesh (what the program calls "boundaries"). This trouble may be avoidable if you work to customize the edge flow of the orientation and position fields before reaching the final steps. The overall process seems similar to the 3DCoat Retopo tool, but is much faster, with a less baffling interface.
