What method should one use to get the rider to move with the horse (parent what on the rider to what on the horse/saddle?)

I mostly parent the hip of the rider on the abdomen of the horse - but this is only my solution when I make an animation ... when I make poses parenting two figures together is strictly forbidden :o)
