There is a similar function called "Dynamic deformation" that exits since the V1.
This function selects a vertex on the mesh and displaces the vertices included in the spere arrounding the initial vertex in a plane parallel to the screen or in a direction starting from the mouse and going to the initial vertex.
This function is started using the SHIFT key. The size of the sphere is defined in the "Simulation" tab.
This functions works in Daz Studio but also in Poser.
If you want to modify a cloth locally, you have to remove the Gravity and all the dynamic forces (Wind, Force field, inflate). I hope that replies to your question.

I was just watching this video which shows off an upcoming feature in Blender which seems to be a combination of cloth simulation and morph brush:

From what the video author says, there's some actual cloth simulation that is happening as you paint with the brush onto the mesh surface (which would explain why the results look so realistic).
It's an interesting feature because you can limit the simulation to just areas you want to affect, without losing the overall shape of your clothing.
I've not been in the loop about VWD, but is there anything like this planned for a future release? Hopefully it would work in Poser... not just Daz Studio...
