Just an idea,
When I know I'm going to be doing a static 'shift' type simulation session, to prep for the sim, I generally first pick my GFX card or CPU with that checkbox in the Simulate tab, then... I do a very quick 'start static simulation' then stop it immediately (same button again). Then I do the shift simulating and dragging, etc. as normal. At one point this let me work around a problem of some sort (long ago).
or, Maybe try the same shift-sim session with the CPU instead of the GPU or the other way around.
or, If it's still broken, see if a simple plane or sphere does the same thing... and if not, let us know what the cloth/hair item is and maybe we can duplicate the issue if it is mesh-specific.

afterthought:
if the VWD simulation 'free nail at end' checkbox at the bottom is NOT checked, the dragged vertices will stick when you let them go with the mouse (after dragging them). With a lot of finesse and patience I have been able to find and click again on the small 'sticky' dots and 'free' or unstick these points, but it is a touchy effort for me.
Maybe this is it - perhaps that checkbox is unset and VWD is automatically remembering it through your sessions.

When I move pieces of hair or cloth during simulation while holding shift sometimes those pieces annoyingly gets stuck and freeze in mid-air unless I restart the whole program again. Any way to fix or prevent this? Resetting just the simulation and not the program doesn't fix this either.
