Under the Animation tab select Retime Animation... It will pop up a dialog box where you will enter your info. It will the currently selected item (person/Camera/etc) or all items in the scene. The next line is the Source frames here you enter 1-30 as your example. The next line is the Destination frames. you can enter 1-60 OR 120-180 if you wanted to expand and move the frames at the same time.
Big item to watch for is IF you put in extra Key Frames to limit overshoot you will have to go back and re-edit them as they will be spread apart. It can get bad if you shrink the number of frames and some get removed to fit.

Does anyone know of a way to spread out a series of key frames to fit a longer series of frames? IE: Stretch a 30 key frame loop to fit 60 frames. NOT JUST COPY AND REPEAT.
