It is something I've noticed in all versions of Poser, sometimes, a save and later reload will show the new texture size in preview but not always.
That hasn't worked right for many versions if ever.

I use Poser 13 and win 10
Try changing your preview render settings - check the OpenGL display engine, and Enable hardware shading box as a minimum. (Enabling too much stuff here can make your document windows sluggish to update.)
Success may depend on your graphics cards' driver, and/or OpenGL version (it won't work with the SreeD engine). I don't have a fancy graphics card, and those settings work for me in Poser Pro 2014 and P11, anyway.

I've just noticed something with Poser (10) when altering a texture size. I put a basic texture file onto a plain wall and decided that it's pattern was too big. It's a seamless texture. I altered the Image Map U and V scales from 1.0 to 0.2 and although it renders correctly with the smaller pattern it still looks the same size in the viewport. I've tried several textures and it's the same result every time. Is this normal and I've only just noticed it or have I altered a setting somewhere without realising?
