Tests now suggest a workaround. I can create a 'template' PZ2. This contains two (or more) named animation layers, and a script can load this and thus create the required new layers. This workaround would assume that the recipient does not already have a Base Layer on which they have placed some animation, as in that case there may be a risk of overwriting by the PZ2.

1) Open the Animation Palette.
2) Select the "Layers" tab in this Palette.
3) Add a New Layer there (empty), in addition to the Base Layer.
I can do 1) with a script. But is it possible to do 2) and 3) ? My searches suggest not.
