By popular request, the cape I attached to the Chain Mail bikini girl has been posted to the freestuff page as a seperate IK figure. It doesn't conform. I found it works better as a child of the target's chest. This way you can hit ctrl-D and not have it shift. Fully IK with several segments. To shorten just hide lower segements. It has texture coords. Sorry but its all one material but the inside and the outside do show as seperate regions if you create a texture template.
