I should have taken a closer look at PSP before even asking the question. PSP includes a "Scratches" effect that does the job beautifully.

Anybody have any ideas on how to get an old "newsreel" effect in an animation? Python can easily produce convincingly randomized locations and shapes (numerical vectors) for scratches and dots, but I don't see any functions in the PoserPython API that can actually paint on the screen. Would it be better to skip this in Poser and try to do it as post-processing in PSP's animation section?
