1st. step is a good drawing program such as Photoshop or Paint Shop Pro. Spend time learning the program then read some of the tutorials. Best way is to load up an existing texture and modify it, also study the effects that others use to produce a texture you like. The add in filters to both programs are a good start to making different textures.
Before you follow kayleb's advise, you don't really need to spend all that money on a high end paint program. I use a copy of Adobe photodeluxe that I got for free with my printer(if you don't already have a copy of it, it costs around $50). Granted that it doesn't do a lot of the fancy stuff, but it works very well in my opinion. If you are just beginning start small.

Normally I rely on other people for textures. But its time I learned how to make them myself! So if theres anybody with advise, tips and common beginners mistakes please help. Thanx, Kyle
