Couple of things to try - Make sure the "Brows Gone" dial is set to 0. Make sure either or both of Eyebrows & UpperEyebrows have min & max settings to the far left (I have them enlarged and the sliders a smidge off to show effect of transparancies for each). Play with sliders for various effects. If you want to use brows that are painted on a face texture, you'd set BrowsGone to 1.0 I believe there's additional info in the Poser FAQ available atop this page, or click this link.
