Subject: Conforming cloth into dynamic cloth ???

do i have to save it as a prop first? or as a smart prop?

You can just import the OBJ and parent to the hip. Provided nothing intersects the figure when at the zero pose you are good to go. If there are intersections then you will have to either not drape from zero, or tweak, or both :)
