Hipo-voxels? There is no Hyper Voxel effects in the image. If you mena the blurry lower background then that is the ground terrain object that is highly motion blurred. As this is a single frame grab from an animated Fly by. As the camera tracks with the Vipers over the ground the ground mesh blurs.
