It looks like the escapement of a rather large clock and it had chimes too, it would be interesting to know more.

This very much looks like a clock work I har to restore at a museum in Drente. Somebody had tried to clean the rust from the iron work by sand blasting... It takes days of work to repolish the taps of the axles and replacing the layers with brass ones. Byt we got it working again.
