You did raise the question of where did they put it in the previous picture. It had me searching, but it's nice to have a proper picture. Getting the aircraft ready for flight, would have been fraught for the submarine would have been vulnerable to attack whilst on the surface. Just thinking, a tied balloon would have been useful for reconnaissance purposes. The submarine might even be submerged whilst the balloonist scans for prey.
