Ok, I have no idea if this is a wasp or fly. I had seen it flying around my yard for a few days. Finally I had the camera handy. Not the best of shots but you get the look I hoped you would. It is a couple inches or more long. Best to all. -GB-

From Whatsthatbug.com: American Pelecinid. These non-stinging relatives of wasps use that long ovipositor to lay eggs underground in the burrows of beetle grubs. The grubs are parasitized. There might be a future population explosion of destructive June Beetles if you kill the Pelecinids. Pelecinids are totally harmless. This is an excellent shot showing that long tail!
