Wendy, from the webcomic of the same name. If you like your humor bizzarre like I do, or just have time to kill go read it. URL's hidden cleverly in the picture somewhere. Posted this one in the forum there originally, thought it looked more progressive and blurry there than it ought, checked back with the original and decided it was I who was blurry and losing resolution... Pencil drawing inked than scanned and colored in Photoshop 6. Wendy is (c) sometime in the 90s by Josh Lesnick. Enjoy, ~D
