Description
Mankind's first confirmation of alien life was the ruins of a massive observatory built hundreds of millions of years ago on the largest moon of a gas giant known as Cleopatra. Due to the incredible storehouse of data in the observatory's databanks the moon was christened Alexandria.
From the efforts to decode the data rose a powerful cadre of scientists, politicians, futurists and explorers who eventually became known as the Pre-Human Extra-Terrestrial Research Institute (PHERI). Now, PHERI is a powerhouse in all of human space, and some say it is the "power behind the throne" so to speak. PHERI's influence is vast, but its goals are focused on the acquisition and understanding of ancient alien artifacts left behind by long-dead civilizations that far surpassed humanity's greatest achievements.
PHERI's agents, known as FACE (freelance acquisition and collection experts) agents, scour the far corners of known space looking for scraps of knowledge and items of power left behind by races who PHERI believes evolved to the point where they were able to ascend beyond this universe to a realm outside of human understanding.
FACE agents are a cross between mercenary and archaeologist. Used to wandering distant, dead and haunted worlds on their own, they are tough, resilient, independent, and often a bit ruthless. They have seen horrors that have no name or comparison in human experience. They know the threats that lurk beyond the edges of known space. They know why it is expansion in certain areas stopped when it did. They know why sometimes, colonies on the edge just go dark. One does not stare into the abyss without the abyss staring back and not all FACE agents come back into civilized space with their sanity wholly intact.
PHERI pays top dollar for any significant finds they make, so claim jumping and outright murder are not unheard of among them.
Many people wonder what PHERI is up to. It certainly has collected more knowledge and artifacts than the general public (and perhaps the government) has been made aware of. It has amassed great political power, but doesn't use it very much, as if it's hoarding influence and waiting for the right moment to flex its muscles. Most humans are unconcerned, because PHERI is vehemently pro-human and has never taken an action that's directly detrimental to humanity, except perhaps explore worlds and wake up things it should not have awakened. But others, usually drowned out by the masses, warn that too much power, even in the hands of the well-meaning, can be extremely dangerous.

I think the PHERI organization is a rather scarey proposition. Too much power and knowledge and not any oversight. Bad combination.
