Description
Flinders Street Melbourne Australia. This POV is deceiving in that it is taken from a bridge high above the tracks. These wheels are mounted on top of a high pole and connected to the overhead wires somehow. They may control the tension... I really don't know sorry! I just liked the look of them.

We have those here as well, and I'm sure they are to keep a constant tension for overhead power delivery which otherwise will vary with temperature and with cable stretching. Either that, or they have some guy in the background lying on a table being tortured. Nice shot!

Nice shot. They certainly look like tensioners, probably installed by 'Austbrek' a part of the firm of 'Breknell Willis' a firm I used to work for here in the UK.
