Thanks everybody. I have to confess to some cheating with postwork here. I added some beach garbage like algae and the blue plastic bag and the dead seagull in GIMP. The dead fish, if you can find them, are rediculously detailed models I made for another picture. They were actually modeled in Sculptris and has about a zillion unnecessary polygons. The horizon is just an infinite plane with a water shader and then a bunch of the standard volumetric clouds placed here and there. The boat is quite small and not so distant to simulate a much bigger one at a large distance.
