Description
This is an art installation called "Public Service / Private Steps" by an artist named Alan Storey. The extreme perspective in this shot makes it look almost as tall as the building, but it is actually 72 feet tall. The five cubes are electronically connected to the five elevators inside the building & move exactly in sync with them. In addition, there are LED screens on the bottom of each cube which mimic the movements of the passengers in the elevators, relayed via pressure sensitive pads under the carpets in the elevators.
Vancouver has a vibrant public art system that is funded by private building projects. When development over 100,000 sq. ft. occurs, the builders must contribute a certain percentage (proportional to the square footage) towards public art. Most builders work with the city to come up with a mutually agreeable art piece for their building (which must be available for public viewing), though if they choose not to have a public art project on their premises, they can opt to just donate the amount to the city's public art fund...

Excellent POV. I was thinking this was a very big building. Is an excellent idea about contributions to arts.
