Actually, it wasn't as small a step as Armstrong suggested. He landed the LEM so carefully that it didn't sink into the Lunar soil as far as the NASA engineers expected it would. The ladder down from the LEM hatch was about four inches higher than intended. Making the giant leap necessary for both astronauts.
