Description
Bibio lanigerus
The bibionidae group of flies are sometimes called 'march flies' or 'love bugs'. The larvae are herbivorous eating roots or scavenging on dead leaves. Some adults do not eat at all and are quite short-lived. The adult males have huge eyes. Some species are attracted to flowers and are important pollinators.
He is the same family as St.Mark's fly, Bibio marci. I have a pic of that here
