flags at city hall sometimes it is strange how one flag can be moving, but yet the other two are not. the poles are maybe 12 feet apart or less

wow, quite a shot! In addition to the different configurations of the flags, the sheer sight of them draped on those poles is stunning. Esp with your pov, making the pole tops seem like needles, when in fact they're way, way up there. Terrific perspective work. Those flags seem like garments ready to fall off. And against that open bright sky, they look terrific. (Another example of how white or near-white backgrounds can really make an image jump out.) Brilliant.
