Here's the photo of the pipes skirting the concrete "bunker" form the other / north end. Notice that the old pipes are left running through the concrete structure. I wonder whether they will remove them, or save time and money by leaving them in place.
In the lower part of the photo we see 3 branches from each pipe with silver "nuts" on them. I assume these are flow control valves. There are such valves in other parts of the system. I'll try to find someone who can explain what they really are and how they work.

Of course, when they finish all this and cover it up, one other utility will come up with something else and they have to tear everything up again

maybe they provide support to the new pipes but the next time they will have to remove double pipes
