They look like they want you to come in and play with them. When dogs bark at me, I usually kneel down outside the fence and speak quietly to them. If it's possible to put my hand somewhere they can smell it without being able to bite, I'll do that too. Very often the dog will realize I want to be friends and respond accordingly.
