It almost has the feel of some of those secret streets, tunnels and undergrounds of Vienna, as inspired by the old movie: "The third Man", of course only in my imagination...
The minimalist of colours are breathtaking and perfect for this kind of setup, the greys, the reds, the blacks and a whiter shade of pale [white].

You've turned a street or small park into a cubist collection of little 'cells' (cells of color and form) (though maybe 'cells' has another meaning in the story behind this). So while it's a flowing scene, it seems cellular-ized, compartmentalized, as one might expect where spying is present.
One man---upper right---is very large...the other figures are smaller...and all but one is in blacks. Mysterious presences here---incl the man in the very back, who looks like he's hiding something. THe bare branches cutting across the whole pic give this an eerie, skeletal feeling. And the splotches of white suggest something being revealed that we can't access. Plus one lone bench adds to the sense of loneliness in this scene. Love your reds and red-browns. It's a quiet scene fraught with mystery and threat. If you were going for that---since this is about espionage---you succeeded!
