Description
Otto was just another petty thief, most of his life just one step ahead of the law, then the civil war broke out on Bacuba Isle. Suddenly the local guards were busy with a much more serious problem and Otto saw his main chance. He is now the leader of a band of outlaws who steal from each side to sell to the other. War can be good for a thief. Otto is an NPC in a soon to be released Bacuba Isle Atlas. For those who want to get involved in a nasty little civil war.
