I want to be the first to post a render of a Poser 13 scene with the new bloom feature.

I love the scene! Um, what does Bloom do? I've tried playing with the bloom settings and haven't seen any difference. Obviously, of course, you've figured it out!

Getting a bloom effect depends on your source lighting. In this case, all the lighting in the scene is dependent on emission illumination from objects rather than relying on Poser lights. IIRC, the material room set up was strictly in Cycles with the Post FX applied and tweaked in post render.
