What's that on TV, the Saddam Secret Missile Site special on the History Channel, 2038? I can't remember whether v.7's cel renderer gives the posterized color thing you're getting in her hair, the gold antenna, etc. But this looks improved. Was thsi straight--no Shades of Cell-esque techniques?

I didn't use R7's cel render very much, so I can't really compare the two, but it sure seems improved to me. This is absolutely straight, no special techniques, rust a little experimanting with the quantize command (how many shades). Actually, I did another render right after this without the outlining, and I think I like it even better.
