I'll try and point out some area's that could use some improvement. Some of the building seem to be casting shadows onto the water, along with reflecting the image, it makes it sort of out of place.. The sky is abit pixelated when drawing closer to the sun. The picture might improve some if you moved the sun to where it's partially behind the buildings, it would help out the whole "Black outlines" of the buildings your looking for as the sun goes down. The water could also stand to be abit softer.

A good, strong and interesting image - makes an impact. I agree the sun would be better behind the buildings - with this sort of sunrise glow it's usually lower in the sky anyway. A few lights in your buildings would give the middle ground depth and added realism, and a little boat or two in the water (you can get free models at sites like 3D cafe)would add extra life. I wouldn't say your'e a poor designer, I think you have a good feeling for composition. You should believe in yourself and develop it! 8-)
