First the likes... I love the left side of your scene. The car's frosty window, the lights shining out ahead onto a snow flurry, the lighting on the tunnel and bridge... all excellent. A+. The right side is great too, with the cityscape, fog and atmosphere over the bay. Dislikes... some of your snow texture is fantastic, yet some of it just doesn't look like snow. The large glowing ovals, as well as the long glowing streaks, don't say "snow" to me. And finally, lol, the composition is a daring one, with the lone walkway in the center. But to me the action is on either side. I don't like being drawn down the center to a dead end. Well you asked for a critique :).

Aye, you've got some good construction and geometry here. I'm thinking, along what Muddy was saying, that the camera shouldn't be on the walkway, although that's where a human might be. Try shooting it from the road. Also, lights... There aren't any. Put in some streetlights and let THEM direct the lighting, it will be much more natural. Snow will be tough, but keep tweaking your materials, you'll get it down...
