I suspect a language problem here and the fact the artist doesn't know Imagine is 3D, everything else on their page is LightWave

Well, it's definitely not anime - It could have been done in Imagine, certainly. Perhaps it is part of an animation. I'm not disappointed - I'm not a big fan of anime anyway. This is very nicely structured. I think the angle is perfect. Lots of nice details!
