I like the buildings and the mood of it. I would perhaps change the rain and sky a little, less streaky, more contrast. And this is my personal opinion, but......get rid of the lens flare!

This is good! It looks cold, rainy and very Big Futuristic City. I agree with turner about the lens flare, though.
