Very very nice. I like the atmosphere. The only thing that throws me is the water's reflection doesn't reflect the lights, unless its not water...

If its raining the water should not be so smooth, maybe add a bump map to simulate the rain hitting the water, neverless this is a striking image which is quite fantastic. Look forward to seeing more.
