I can't figure out why her fingers don't appear to be sitting on her arm. Any suggestions as to what I can do to give them more weight and substance?

I would take the closest character out of the picture as the other's expression is a treat. Looks like she is day dreaming. Failing that I think a lighter colour on the clothing for the closest character would help as there seems to be a lack of detail. Nicely done though.

I agree with justin - a portrait of that girl in the background as she is now would be stunning, her expression is superb. As for the fingers, I think you need to try and get her hand resting on her arm and then wrap the fingers around - at the minute I think the hand is a bit too far forward which is probably giving you the problem with the fingers. I must compliment you on your rendering though, definately has a realist feel to it :)

Personally, I prefer the composition with the two of them, it gives a reason for the expression. If she's hugging herself with her right arm, it needs to come further back, and it also needs to interact with her clothing - some creases on her arm could be added with postwork and/or magnets, according to your preference. But it's a superb work as it is, and the monochrome and depth of field gives it that extra edge of realism.
