I love this! Love the style, love the low angle POV, love the toon shading. One suggestion: before applying the toon shading (probably PS apply Poster edges or something like that, yes?), reduce the complexity of some of the "busy" areas, so that they get a flatter shading. Shading noise is particularly noticeable in the area around the windows on the skyscraper. You might also consider blurring/desaturating the background . . . this will force focus onto the foreground characters. Great work!
