You could check http://www.techtv.com I'm sure they have the article filed somewhere.

Well, by using the "Desktop as web" setting on just about any windows PC this can be done. Create yourself an HTML file and you can go to town on it. Then when you go to select your background for the desktop, browse for the HTML file you created. Anything you can get to work on the webpage will work on your desktop background. (I've used animated .gif's in this manner.) Which can be pretty neat. You can also do the scrolling marquee text, etc. and anything else that will work like mouseover commands. Of course there's a downside to this. It will eat up some system resources (depending on how elaborate it is) and might slow down things a bit (more noticable on older 'puters.) Also I've seen '98 get a bit temperamental in handling this, but the later versions (Me and XP) seem to be better at handling the web desktop backgrounds.

There might be something worth downloading.

If you do have windows XP, you can download the powertoys off of microsoft's website. One of these is a video screensaver tool, which allows you to put any video as a screensaver. It also comes with the Wallpaper changer, so you can set your wallpaper to change as frequently as 15 min to 1 week. Great for a series of renders.

On a mac you can either go under system preferences and set a slide show, or you can use iphoto to select photos and it animates them on the screen with smooth transitions. Does not use up much memory either, since it's just a quartz layer.

If it's merely the moving background you're going for, try out Drempels. It's a simple program that will animate your desktop, and let you supply the source textures. You can make yourself sick! It's like Acidwarp, but for the desktop. And it runs the whole time, it's wonderful! I've been blowing away Dragon PC clients with it for months now, good times...
