OK, don't switch the rotation order round with the joint editor.
Setting the rotation order at the time of figure creation in the Setup Room is OK but editing them later I've found produces errors. It appears to change the rotation order in the group that you are working on but not the additional cross references in the adjacent body part. You will either have to do some down and dirty editing by hand in the CR2 or, (and this is what I'd do), start over with the correct rotations.

Copy the jointX jointx, twistY twisty & jointZ jointz data in the foot to the jointX lFoot_jointx, twistY lFoot_twisty & jointZ lFoot_jointz in the shin. I don't know exactly what you've done with the toe so I'll pass on that least I confuse (more). Go by what you have not the order that I've got here.
In practice what I'd do is wright a hierarchy file with the correct rotations and use that with the OBJ file you already have. Create the new figure and save to the library. Then copy the left shin, foot and toe over to your old CR2 using a text editor or CR2 Editor. Now load this revised figure into Poser and use Figure/Symmetry to get the joint parameters from the right to the left.
