The Venice image wasnt too difficult to do, the longest bit was removing the un-wanted gondolas with the Rubber Stamp Tool. Then I used the Lasso Tool feathered to 30 pixels to select and area around the gondola, inverted the selection so that the next part only affected the area outside the gondola. Then I went to Filter>Stylise>Find Edges. Then Fade Find Edges and adjusted to taste. Next it was just a case of adding a Stroke>Canvas>Stroke>Canvas. Simple really.
