I've never worked with a dynamic cape, so I'm not sure. But if it's falling down, maybe the cloth is too "heavy". I'm not convinced that dynamic clothing needs to be parented at all, provided you start your simulation from the zeroed pose. I never do it - but if I did, I'd say the neck would be the logical place to parent a cape. However, don't be misled into thinking that parenting will stop your cape falling down when you simulate, because it won't. For that, you need to constrain the part which attaches, as xantor said. Exactly what you need to do will depend on the design of the cape, i.e. whether it has fastenings or not.
Parenting is one of those weird bits of folklore, like the idea that you can't make dynamic cloth out of things with internal surfaces (hence the clothes you can see through in the places where the insides of backfacing polys are visible). Parenting actually interferes with using Scale to fit dynamic clothes (parented objects inherit scale, so you're wasting your time), and I've used dynamics to make flesh soft. does, say, a dynamic cap have to be parented to the hip? Every time I parent the cape to the hip and simulate, it drapes but down around the figure's waist...
