When I bought Bryce 5 I was told that it would save obp filesto obj - well it does save some to obj but most it does not. Does Bryce 5.5 save any obp file as an obj file?

No, you can't export anything more out of Bryce 5.5 than you can out of Bryce 5.
It's been mentioned that Bryce 6 is slated to include the ability to export primitives and the results of boolean operations, but still not trees and metaballs.

BTW do you know why most of the free obp when imported into Bryce 5 can not be saved as an obj

It's a limitation of the program, only rocks, previously imported meshes, and lattices/terrains can be exported.
