Please find the attached document/sample of yours, and tell me if that is the way you wanted and/or your model to be?
All I did:
1- I used the Magnetic Lasso Tool, made a selection around that heart
2- Under select menu > Feathers = 0.5 to enhance the selection
3- Created a new layer above your background
4- Filled the new layer's selection with red or any other colour you want
5- Set the top layer to MULTIPLY
Now your sample is a very low resolution sample tho, which was very hard to select, sigh!
That is the easiest way of doing that, instead of using masks!

My bad... Here is the new edit...
I used the same above steps tho, but instead of the Magnetic Lasso Tool, I used the Magic Wand Tool..
Selected both sides and again 0.5 Feathers and filled it with the desired colour, set that layer to defference, once again duplicated and set the top to Multiply

Joe, I might be doing something wrong on the layers...here is what I did:
Original sepia photo is background layer...
I duplicate that and called the new layer color
Used magic wand to select the necklace strap and set feathers to .5
I filled the selection with red.
Set this COLOR layer to Difference which seems to make the picture all black instead of the necklace strap.
I duplicated the color layer again, put it on top, named it color2 and set it to multiply but I still ahve a black picture with the red strap.
what am I missing?

Everything you said is good, but your little mistake that you did.. I didn't ask you to copy/duplicate the layer (BACKGROUND) tho
I want you before doing anything to use your Wand Magic Tool and make a selection on that part you wanna change the color of!
Then make a new layer (EMPTY LAYER) and that is the one you have to fill with red, sigh!
The rest of steps seems fine to me, and if you need any help please provide me with image you want to edit with nice resolution, and i will be more then happy to do it for you my friend..

what is the best way to color this? I tried a duplicate layer, then using the magic marque tool, to select it, then painting it, but im not so sure it looked good, nor do I know if this is the best way...
please advise
